Mission FD gets new equipment

CityOfMission_logo-TransparentMISSION — The Mission City Council approved several items to improve services by the Mission Fire Department at the Oct. 25 city council meeting.

The council authorized purchase of a cab and chassis for a large brush truck in the amount of $115,337. Four mobile computers and printers were also approved, at a cost of $18,056. Work Authorization No. 8 with L&G Engineering for additional work on the ongoing GIS (Geographic Information System) was also approved. The GIS project includes fire hydrant inspection, address collection and geo coding, water meter information collection and city staff training as needed. Cost of the GIS authorization is $69,000. In addition, the council approved two F-150 extended cab trucks to be purchased for the Fire Prevention Division.

Museum Budget Amended

The Mission Historical Museum, which is funded primarily by the city, submitted a budget amendment to the council requesting an additional $92,112. The increase was to be used to pay salaries plus benefits for a museum director and two full-time staff positions to replace two part-time positions.

Mayor Norberto “Beto” Salinas objected to such a large budget amendment, considering the budgets were just recently adopted and the city is just in the first month of its fiscal year. The council then reduced the museum’s budget increase to $63,500, or only enough to fund the museum director’s position, plus benefits.

New Façade Requirements

The council approved a new city ordinance, which requires that businesses located along major traffic arteries be prohibited from having buildings with metal front exteriors. If a metal building is used, a front façade of brick, masonry or stucco finish will be required. Major arteries were identified as Griffin Parkway, Expressway 83, Business 83, Loop 374, Conway Avenue, Shary Road, Bryan Road, Mile 3 Road and the Military Parkway. Existing buildings will be grandfathered.

Border Patrol Denied

Salinas vetoed a request from the Border Patrol to use the Mission Boys & Girls Club facility for training purposes between Oct. 25 and Dec. 2 between the hours of 7 a.m. and 3 p.m. Salinas said the public had not been told the buildings approved for Mission’s youth would be used by other public groups when the bonds were sold. In addition, there are holidays during that time period when the youth might want to use the building.

Golf Course Gets Paving

The 2010 Street Overlay Project was amended to include the Shary Municipal Golf Course parking lot overlay. Cost of the project is $81,654, which will bring the total contract to $945,521.81. Mission Economic Development Corporation will reimburse the city for this project.

The council approved an interlocal agreement with Hidalgo County to repair one-eighth mile of Military Road with caliche. The area extended from FM 1427 in the east to Bentsen Parkway on the west.

Authorization to solicit bids for seven new police units via a state-approved contract was approved. Four Dodge Chargers and three Chevrolet Impalas will be purchased for the Criminal Investigations fleet.

Zoning Matters

Under zoning matters the rezoning of lot 10, block 106, Mission Original Townsite from R-1 to C-3 was denied after discussion. The site in question is 100 feet south of Leo Najo Street along the west side of Doherty Street. Miguel Piñon, Jr. requested commercial zoning for the site, which is now residential. He has operated United Restaurant Supply to the west on Conway Avenue but now wishes to move his operation into a warehouse on the lot.

When Piñon was unable to explain how he wanted to use his properties in the area, Salinas told him to develop a business plan of action and then come back to the council for discussion. The mayor said the Planning and Zoning Commission could waive the six-month requirement before hearing the item again after he had a plan of action.

In spite of P&Z’s recommendation to deny the action, the council approved rezoning a 2.61-acre plot of land located at the southwest corner to School Lane and Shary Road from R-1A to C-3. The property, located across from Sharyland ISD facilities, is located in a heavy traffic area, which Salinas felt was well suited for commercial use.

A 2.646-acre tract of Lot 28-6, West Addition to Sharyland was rezoned from R-3 to C-1 at the request of Syed Hussain, M.D. The site is one-fourth mile south of Mile 2 Road along the west side of Conway Avenue and is considered suitable for a medical doctor’s office.

A conditional use permit for sale and on-site consumption of alcoholic beverages and a drive-thru window at Tino’s Seafood Restaurant at 2310 Expressway 83 was approved. The site is 250 feet west of Shary Road on the south side of Expressway 83.

A conditional use permit was re-approved for sale and on-site consumption of alcoholic beverages at KAVE, located at 2306 E. Expressway 83. While a life of use permit was requested, the P&Z had recommended a one-year permit. A three-year permit was granted.
