Advertisement and Invitation for Bids
The City of Sullivan City will receive bids for the SECO Lighting Retro-fit Project at 10:00 a.m. on December 27, 2011 at the Sullivan City City Hall, 500 Cenizo St., Sullivan City, Texas. The bids will then be publicly opened and read aloud at City of Sullivan City Conference Room. Bid packages received after 10:00 a.m. will not be accepted and will be discarded. Bids are invited for several items and quantities of work as described below:
Retro-fit of various fluorescent and incandescent lights with energy efficient LED lighting at the Sullivan City City Hall, and Fire Station.
Bid/Contract Documents, including Technical Specifications are on file at the City Hall at the address listed above (956) 485-2828 or at the offices of Hollis Rutledge and Associates, 523 N. Conway, Second Floor, Mission, TX., 78572, (956) 583-0002 for the nonrefundable fee of $20.00.
A bid bond in the amount of five (5%) percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Sullivan City or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rates, as issued by the U.S. Dept. of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex age or national origin. This project is subject to the ARRA “Buy American” provision, which is preferred, but not required. The Buy American provision in the ARRA of 2009 (section 1605 of Title XVI), provides that, subject to the listed exceptions, none of the funds appropriated or otherwise made available by the Act may be used for a project for the construction, alteration, or repair of a public building or public work unless all the iron, steel, and manufactured goods used are produced in the United States.
A pre-bid conference is scheduled for December 20, 2011 at 9:00 a.m. at the City Hall whereby respondents may tour the building(s) that will be retrofitted with LED lighting. Questions concerning the bid package and description of work will be answered at that time.
Bid packages must be clearly marked on the envelope with the following: City of Sullivan City, SECO Lighting Retro-fit Bid Project # CS0558.
The City of Sullivan City reserves the right to reject any or all bids or to waive any informality in the bidding. Bids may be held by the City of Sullivan City for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders’ qualifications prior to the contract award.
All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.
